Evidence of Weaponization and Dereliction of Duty

MEMORANDUM FOR the Inspector General of the U.S. Department of Defense and the U.S. Congress. (see complete complaint here)

 SUBJECT: Notice of Politically Motivated Weaponization, and Unethical and Illegal Activities Conducted by the Department of Justice, the Federal Bureau of Investigation and the Department of Defense against Thomas A. Speciale II and Article 92 dereliction of duty on the part of multiple U.S. Army officers. 

1. BLUF. I am providing this information in the best interest of the United States of America, the Department of Justice, the Federal Bureau of Investigation and the Department of Defense. This information is being brought to your attention on behalf of all Americans, most specifically our uniformed service members. That I, Thomas A. Speciale II, while serving as the Senior Intelligence Collection Strategist for Domestic Terrorism (DT) at the Office of the Director of National Intelligence did warn the FBI DT Task force that we [the entire U.S. government] should be exploring potential violent black swan events in the months leading up the inauguration of President Joe Biden and afterwards was targeted by the FBI National Security Division (NSD) and the Department of Defense from January 2021 to June 2025 based solely on the exercise of my free speech and freedom of assembly while acting in my private capacity as a citizen of these United States. That the FBI, Army CID and Army Counterintelligence investigated me for over two years without any predicate of a crime whatsoever, violating my Constitutional Rights despite profound and compelling evidence I was innocent of any crime. And, that additionally multiple members of my military Chain of Command were derelict in their duty under Article 92 of the Uniform Code of Military Justice when the FBI and Army CID investigation without legal predicate resulted in my loss of promotions, loss of positions of responsibility, becoming ostracized from his fellow Soldiers, and the mental anguish these actions caused me and my family, to include threats of being involuntary separated from the U.S. Army Reserves.
2. I bring this to your attention not only for myself but for others who may also be being targeted and on behalf of our future brothers, sisters, sons and daughters that they will never have to suffer the indignation I have suffered and to ensure that this never happens again.
3. The politically motivated investigations into me without any predicate of a crime conducted by the FBI, Army CID and Army CI are evidence of weaponization of the Federal government against a private citizen and are violations of the First and the Fourth Amendment. Additionally, members of my direct military Chain of Command took actions against me which are profound violations of the Uniform Code of Military Justice (UCMJ) and our Army Values.
